Who Needs UCR?

Here’s the rundown of who’s required to register:

  • For-Hire Carriers: If you’re getting paid to move people or goods across state lines, you’re a for-hire carrier. And that means you need UCR.
  • Private Carriers: Even if you’re hauling your own goods and not getting paid for it, as long as you’re crossing state lines, UCR registration applies to you.
  • Freight Forwarders and Brokers: If you arrange transportation but don’t own trucks, you’re still part of the UCR club. This includes leasing companies too.
  • Interstate Commerce Players: If your operations involve anything crossing state lines, UCR is likely in your future – even if you’re just touching another state briefly.

Who’s Off the Hook?

Not everyone needs UCR. You’re exempt if you fall into these categories:

  • Intrastate Carriers: If you stay within your home state and don’t dabble in interstate commerce, you’re off the hook. No UCR for you!
  • Carriers of Exempt Commodities: Are you hauling exempt stuff like farm goods or raw materials? You’re probably safe from UCR requirements – lucky you!
  • Small Commercial Vehicles: If your fleet consists of vehicles weighing less than 10,001 pounds and you’re not engaged in interstate commerce, you’re good to go without the UCR.
